ThisProjectStandardandSpecificationcoverstheinitialconsiderationandplanning,quotationrequirement,inspectionsqualitycontrol,certificationsandallotherpurchaseformalitiesofequipmentintendedforfirefightingandrescueoperationsonoffshoreandonshoreoilloadingterminalsofthePetroleumandPetrochemicalIndustries.REFERENCES

ThisStandardisbasedonInternationalSystemofUnits(SI)exceptwhereotherwisespecified.SERVICECONDITIONSGeneral

Firefightingtugsandvesselsaregenerallystationedatoilloadingterminalswhilethetugs’normaldutiesareberthingandunberthingthetankers.Theyshallparticipateinfirefightingandrescueoperationsincaseoffireandemergencyconditions.SiteConditions

Thevesselsshallbedesignedandfabricatedforserviceatloadingterminals,thetemperature,humidity,dust,gaseousatmosphereandwindvelocityshouldbeconsideredinaccordancewithlocalconditions.Theseawaterspecificgravityis1.03withsaltcontentof35-40thousandspartpermillionandtemperatureofapprox.32°C,canbeusedformakingfoam.OperationalConditions

Oneofthemaindutiesoftugsistotoworpushoffthetankeronfireorunberththeneighboringtankerstothesafelocationsandattendfirefightingandrescueoperations.Whendirected,thetugsalsowillattendtheshipsonfireandotheremergenciesinPersianGulf.Thetugsmayalsoparticipateinseaoilpollutioncontrol.

Theownershouldstatehisrequirementsgivingasfulldescriptionaspossiblethatthesuppliercanpreparehisproposal.Thenbothpartiesshouldreviewtherelevantinformationstoenablethemtoprepareasuitablematerialspecificationsanddesignofequipment.Selectedauthoritieswhoareexpertinthedesignandmaterialsshallbeconsulted.

Planning

Inplanningandlayoutdesignoffirefightingequipmentforvessels,particularconsiderationshallbegiventothefollowing:

-savingregardtothepotentialfirehazardinvalue,therequirementoffireprotectionandemergencyequipmentshallbeconsidered;

-considerationshallalsobegiventothelatestinternationalconventionforthesafetyoflifeatseaandtheIranianby-lawsandregulations.QUOTATIONANDTECHNICALINFORMATIONS

TheVendorshallincludethefollowingtechnicalinformationswiththequotation:1.Generaltechnicalinformationofthevesselincluding:

a.thevesselsize,propulsion,sidethrusters,power,stabilityandcontrolsystem;

b.communicationsystems;c.firefighterclassnotation;

d.numberofcrewandaccommodationlayout;e.fuelstoragecapacity.2.Firefightingsystemsa.b.c.d.

numberoffirefightingmonitors,typeanddesign;lengthandheightofthrowwater/foam;typeofmonitorcontrolanddesignsupport;

numberofwaterpumpswithdetailofspecificationsincludingdatasheetandflowcharts;

e.firewaterpiping,foamgeneratingandproportioningsystem;

f.foamconcentratetankcapacity,typeoffoamconcentrateandsparecontainers(thetypeoffoamagentshallespecifiedinpurchaseorder);g.firealarmsystems.

b.comprehensivecatalogs,technicaldataanddescriptiveliteratureofequipmentoffered;

c.preliminarydrawingsanddescriptionofoperations;

d.listofsparepartsrequiredfortwoyearsoperationwithprices;

e.listofallnecessaryoperationalandmaintenancetestsandrequiredspecialtoolsforfuturemaintenance.DRAWINGSANDINSTRUCTIONS

Manufacturershallfurnishthefollowing:a.designfabricationofthevessel;

b.systemdrawingscompletewithfirewaterpumps,pipinglayout,monitorscontrolandsupports,firefightinginstallationdetailsandelectricalsystemwiringdiagram;

c.systemstestproceduresinitialandperiodic;

d.operationandmaintenanceinstructionsandprocedures.
